เมื่อวันที่ 5 มีนาคม 2569 นางสาวอาจารี ศรีรัตนบัลล์ เอกอัครราชทูต ณ กรุงแคนเบอร์รา และนายนฤชัย นินนาท กงสุลใหญ่ ณ นครซิดนีย์ เข้าร่วมงานสัมมนา A Dialogue on Modern Day Slavery เนื่องในโอกาสวันสตรีสากล จัดโดย Community Migrant Resource Centre (CMRC) ร่วมกับองค์กร Freedom for Humanity ณ ที่ทำการ CMRC เมือง Parramatta โดยมีผู้นำชุมชน ผู้ให้บริการด้านสังคม นักรณรงค์ด้านสิทธิมนุษยชน และสตรีจากภูมิหลังที่หลากหลาย ทั้งด้านวัฒนธรรม ผู้อพยพ ผู้ลี้ภัย และผู้ได้รับความช่วยเหลือด้านมนุษยธรรมกว่า 100 คน เข้าร่วม อาทิ Councillor Martin Zaiter นายกเทศมนตรีเมือง Parramatta นาง Melissa Monteiro ประธานเจ้าหน้าที่บริหารของ CMRC นาง Anna Ruth ประธานเจ้าหน้าที่บริหารและผู้ก่อตั้งองค์กร Freedom for Humanity และศาสตราจารย์ Jennifer Burn AM จากองค์กร Anti-Slavery Australia เพื่อร่วมแลกเปลี่ยนความคิดเห็นเกี่ยวกับการส่งเสริมสิทธิมนุษยชนของสตรี รวมถึงแนวทางแก้ไขอุปสรรคและความท้าทายที่ทำให้สตรีตกอยู่ในสภาวะเปราะบางและมีความเสี่ยงต่อการตกเป็นเหยื่อของความรุนแรงและการแสวงหาประโยชน์

ในโอกาสดังกล่าว เอกอัครราชทูตฯ ได้รับเกียรติให้กล่าวปาฐกถาพิเศษเกี่ยวกับความท้าทายของปัญหาการค้ามนุษย์และแรงงานสมัยใหม่ (Modern Slavery) รวมทั้งแนวทางความร่วมมือระหว่างประเทศในการแก้ไขปัญหาดังกล่าว โดยได้กล่าวชื่นชมความพยายามของทุกภาคส่วนในการส่งเสริมความเสมอภาคทางเพศ สิทธิสตรี และการมีส่วนร่วมอย่างมีความหมายของสตรีในสังคม ซึ่งเป็นปัจจัยสำคัญต่อการบรรลุเป้าหมายการพัฒนาที่ยั่งยืน (SDGs) ของสหประชาชาติ ทั้งนี้ เอกอัครราชทูตฯ ระบุว่า ปัญหาการค้ามนุษย์และการแสวงหาประโยชน์จากแรงงาน โดยเฉพาะแรงงานข้ามชาติ ยังคงเป็นความท้าทายสำคัญที่ต้องอาศัยความร่วมมืออย่างใกล้ชิดจากทุกภาคส่วน ทั้งในระดับประเทศและระหว่างประเทศ โดยเฉพาะในบริบทของอาชญากรรมข้ามชาติที่มีเครือข่ายซับซ้อน

เอกอัครราชทูตฯ ได้กล่าวถึงแนวทางสำคัญในการรับมือกับปัญหาดังกล่าว ซึ่งประกอบด้วย 3 มิติหลัก ได้แก่

(1) การป้องกันและลดความเสี่ยงต่อการถูกแสวงหาประโยชน์ โดยต้องอาศัยกลไกการป้องกันที่มีประสิทธิภาพ สำหรับประเทศไทยได้ให้ความสำคัญกับการปฏิรูปเชิงระบบ การสร้างความตระหนักรู้ในสังคม การคัดกรองกลุ่มเสี่ยง และการพัฒนากลไกการส่งต่อผู้เสียหายที่มีประสิทธิภาพ รวมทั้งการเสริมสร้างศักยภาพทางเศรษฐกิจของสตรีและการส่งเสริมความเสมอภาคทางเพศ

(2) การดำเนินคดีกับผู้กระทำผิด ผ่านกรอบกฎหมายที่เข้มแข็ง การบังคับใช้กฎหมายอย่างจริงจัง ตลอดจนการใช้เทคโนโลยีและความร่วมมือด้านการข่าวระหว่างประเทศเพื่อปราบปรามเครือข่ายอาชญากรรม ทั้งในประเทศและต่างประเทศ รวมถึงการคุ้มครองสิทธิของแรงงานโยกย้ายถิ่นฐาน โดยเฉพาะแรงงานทำงานในบ้าน และ

(3) การคุ้มครองและช่วยเหลือผู้เสียหาย โดยให้ความสำคัญกับแนวทางที่คำนึงถึงมิติทางเพศ การฟื้นฟูระยะยาวเพื่อให้ผู้เสียหายสามารถกลับคืนสู่สังคมได้อย่างยั่งยืน รวมทั้งการส่งเสริมการเข้าถึงช่องทางร้องเรียนหรือแจ้งเหตุที่ปลอดภัย

นอกจากนี้ เอกอัครราชทูตฯ ยังได้กล่าวถึงบทบาทสำคัญของภาคประชาสังคม องค์กรไม่แสวงหาผลกำไร และเครือข่ายชุมชน ซึ่งมักเป็นจุดติดต่อแรกสำหรับผู้ที่ได้รับผลกระทบ รวมทั้งมีบทบาทสำคัญในการติดตามและสะท้อนข้อคิดเห็นต่อการกำหนดนโยบายและการดำเนินงานของภาครัฐ สำหรับชุมชนไทยในออสเตรเลีย สวัสดิภาพสมาคมเป็นองค์กรไม่แสวงหาผลกำไรที่ทำงานอย่างใกล้ชิดกับสถานเอกอัครราชทูต ณ กรุงแคนเบอร์รา และสถานกงสุลใหญ่ ณ นครซิดนีย์ ในการช่วยเหลือคนไทย โดยเฉพาะสตรีไทยที่ประสบปัญหาความรุนแรงในครอบครัว ซึ่งการดำเนินงานดังกล่าวยังต้องอาศัยการสนับสนุนจากภาครัฐของออสเตรเลียอย่างต่อเนื่อง

เอกอัครราชทูตฯ ยังได้กล่าวถึงบทบาทของภาคส่วนอื่น ๆ ที่เกี่ยวข้อง ได้แก่ บทบาทของกลุ่มผู้เชี่ยวชาญและนักวิชาการในการสร้างองค์ความรู้และความตระหนักในสังคม บทบาทของภาคธุรกิจในการส่งเสริมแนวปฏิบัติด้านจริยธรรมในห่วงโซ่อุปทาน และบทบาทของสื่อสังคมออนไลน์และบริษัทด้านการสื่อสารในการช่วยป้องกันประชาชนจากการถูกหลอกลวงหรือการฉ้อโกงออนไลน์ ในด้านความร่วมมือระหว่างประเทศ ไทยและออสเตรเลียมีความร่วมมืออย่างใกล้ชิดในการต่อต้านการค้ามนุษย์และอาชญากรรมข้ามชาติ ผ่านกรอบความร่วมมือต่าง ๆ อาทิ ความร่วมมือด้านการข่าว โครงการความร่วมมือไทย–ออสเตรเลียด้านการต่อต้านการค้ามนุษย์ และความร่วมมือภายใต้กระบวนการบาหลี (Bali Process) ซึ่งมีบทบาทสำคัญในการส่งเสริมความร่วมมือระดับภูมิภาค

ในช่วงท้ายของการกล่าวปาฐกถา เอกอัครราชทูตฯ ได้แสดงความชื่นชมต่อความพยายามของทุกภาคส่วนในการส่งเสริมความเท่าเทียม ความยุติธรรม และการเสริมพลังให้แก่สตรีและเด็กหญิง พร้อมย้ำว่า แม้จะมีความคืบหน้าอย่างต่อเนื่อง แต่การแก้ไขปัญหาการค้ามนุษย์และแรงงานบังคับยังคงต้องอาศัยความร่วมมือและความมุ่งมั่นจากทุกภาคส่วนต่อไป โดยหวังว่าความร่วมมือระหว่างประเทศจะช่วยผลักดันให้เกิดสังคมที่ปลอดจากการแสวงหาประโยชน์ และเคารพศักดิ์ศรีความเป็นมนุษย์ของทุกคนอย่างแท้จริง

On 5 March 2026, H.E. Ms. Arjaree Sriratanaban, Ambassador of Thailand to Australia, together with Mr. Naruchai Ninnad, Consul-General in Sydney, attended the seminar on A Dialogue on Modern Day Slavery held in observance of International Women’s Day. The event was organised by the Community Migrant Resource Centre (CMRC) in collaboration with Freedom for Humanity at the CMRC office in Parramatta. More than 100 participants attended, including community leaders, social service providers, human rights advocates, and women from diverse backgrounds, including culturally diverse communities, migrants, refugees, and humanitarian entrants. Notable participants included Councillor Martin Zaiter, Lord Mayor of Parramatta, Ms. Melissa Monteiro, CEO of CMRC, Ms. Anna Ruth, Founder and CEO of Freedom for Humanity, and Professor Jennifer Burn AM from Anti-Slavery Australia. The seminar served as a platform for exchanging views on promoting women’s human rights and addressing challenges that place women in vulnerable situations and at risk of violence and exploitation.

On this occasion, the Ambassador was honoured to deliver a keynote address on the challenges posed by human trafficking and modern slavery, as well as on international cooperation in addressing these issues. In her remarks, the Ambassador commended the efforts of all sectors in promoting gender equality, women’s rights, and meaningful participation of women in society, which are essential for achieving the United Nations Sustainable Development Goals (SDGs). She noted that human trafficking and labour exploitation particularly involving migrant workers remain significant challenges that require close collaboration among all relevant stakeholders at both national and international levels, especially given the increasingly complex nature of transnational criminal networks.

The Ambassador highlighted three key dimensions in addressing these challenges:

(1) Prevention and risk reduction of exploitation, which requires effective preventive mechanisms. Thailand places emphasis on systemic reforms, raising public awareness, screening vulnerable groups, and strengthening referral mechanisms for victims, as well as enhancing women’s economic empowerment and promoting gender equality;

(2) Prosecution of criminal offense, through strong legal frameworks, effective law enforcement, and the use of technology and international intelligence cooperation to combat criminal networks both domestically and internationally, including the protection of migrant domestic workers’ rights; and

(3) Protection and victim supports, with a gender-sensitive programme and long-term rehabilitation to support victims’ reintegration into society. She also underscored the importance of ensuring safe and accessible reporting mechanisms for victims.

The Ambassador further emphasised the important role of civil society, non-profit organisations, and community networks, which are often the first point of contact for affected individuals and play a crucial role in check and balance of the government. For the Thai community in Australia, the Thai Welfare Association serves as a non-profit organisation that works closely with the Royal Thai Embassy in Canberra and the Royal Thai Consulate-General in Sydney to assist Thai nationals, particularly Thai women who are victims of domestic violence. Such efforts continue to rely on support from the Australian government.

The Ambassador also highlighted the roles of other key stakeholders, including Think-tank in raising awareness, the private sector in promoting ethical practices within supply chains, and social media and communication companies in helping to protect the public from scams and online fraud.

Regarding international cooperation, Thailand and Australia maintain close collaboration in combating human trafficking and transnational crime through various frameworks, including intelligence cooperation, the Thailand–Australia Anti-Trafficking Programme, and cooperation under the Bali Process, which plays a significant role in strengthening regional collaboration.

In concluding her keynote address, the Ambassador commended the continued efforts of all sectors in promoting equality, justice, and the empowerment of women and girls. She emphasised that although progress has been made, addressing human trafficking and forced labour still requires sustained commitment and cooperation from all stakeholders as more need to be done. She expressed hope that strengthened international collaboration would help foster a society free from exploitation and one that truly respects the dignity of every human being.
